Portal admin

Emails on this list become admin automatically — if the user has already registered, they're promoted immediately; if they haven't, they're promoted at the moment of sign-up. Two sources are merged: env entries come from the PORTAL_ADMIN_EMAILS deploy config (you have to redeploy to change them), and firestore entries are added here and editable on the fly.

Grant access to each in-house dataset by group (reusable, e.g. the whole lab) or by individual email (e.g. an outside collaborator). Admins always see every dataset. This is the portal's own board — separate from the immunoVerse-chat access board. Changes take effect immediately.
